Constitution and Bylaws of the
East Carter R-2 Parent-Teacher Organization

Article 1- Name

The name of the organization shall be East Carter Parent-Teacher Organization.

Article 2- Purpose

1.  To promote the welfare of the children of East Carter by contributing to the needs of East Carter School, by arranging social functions in cooperation with the administration, and by providing a medium exchange of ideas and in formation between teachers, parents and other residents of East Carter R-2 School District.

2.  To encourage a closer relationship between the home and school in order that teachers and parents may better cooperate in the education of their children.

3.  To facilitate the social and intellectual camaraderie between personnel of the school and citizens of East Carter R-2 School District.

4.  To keep members informed of methods and techniques of instruction through discussion, lectures, demonstrations and such other devices as may occur to the membership.

5.  To be dedicated to the continued improvement of East Carter School and the maintenance of excellence of instruction.

6.  No part of the club monies shall go to any individual member for services as an officer.  In the event the club is dissolved, the assets will be turned over to East Carter School.

Article 3- Policies

1.  The objectives cited in Article 2 shall be accomplished through meetings, conferences, committees, and community participation.

2.  To serve as a forum for discussion of new ideas of education, re-examination of current polices and procedures, future growth of the school and its curriculum.  From this forum, constructive ideas and desires of the members shall be transmitted to the PTO committee and the East Carter board of Education.

3.  The organization shall cooperate with other independent civic groups of East Carter R-2 School District and shall seek their cooperation in order to attain its objectives.

Article 4- Membership

Section A
The members of the PTO shall include all parents and guardians of children currently within the East Carter R-2 School System, teachers and administration of the East Carter R-2 School District.

Section B
A voting member shall include all parents, guardians, teachers, and administration who have attended at least two regular meetings in the current school year.

Section C
All other interested people are invited to attend the meetings.

Article 5- Officers

1.  An officer shall serve for a period of one year,  shall hold office until his successor is elected,  and shall not hold office for more than two consecutive terms;  unless no one is nominated by slate or from the floor for that position,  in which case an existing officer may choose to be added to the slate and by election slate and by election serve an additional term.

2.  A vacancy in any office between regular elections shall be filled by vote of the members attending the next meeting as per posted agenda.

3.  If an officer does not perform his/her duties, he/she can be relieved of duties by a two-thirds vote of members present at a regular meeting.

Article 6- Government

Section A

The Executive Board, a.k.a. the presiding officers, shall consist of a president, vice-president, Treasurer and Secretary.

Section B

Temporary subcommittees may be appointed by the president to conduct duties of the PTO.

Article 7 – Duties

Section A

The President will prepare the agenda, designate subcommittees to coordinate functions and activities of the PTO, administer by-laws, and will take action on decisions made by the membership.  The president will preside at all meetings.

Section B

The Vice-President will assist the President with all duties and will preside at meeting when the President is absent.  The Vice-President will serve a parliamentarian.

Section C

The Treasurer will keep financial records.  He/She will establish and administer a checking account.  A Financial Report will be given each meeting.  Two signatures should be placed on each check before a financial transaction can be made.

Section D

The Secretary shall keep minutes of all meetings and handle correspondence. The secretary shall give a report at each meeting, and distribute copies of the minutes to the school officials and the Executive Committee members within one week following the meeting.

Section E

All other duties of the officers and specific members of the PTO shall be expressed in writing and amended to the by-laws.

Article 8 – Meetings

Section A

The PTO will have general meeting at least once each month.  Unscheduled school closing will make the meeting be postponed.

Section B

The Executive Board shall transact official business of the organization at general and special meeting.

Section C

Six or more members, including a presiding officer, shall constitute a quorum.

Section D

The meeting will proceed using an agenda outlining topic discussion with a section for amended items or corrections to the agenda.

Article 9 – Amendments

Section A

Amendments may be made to the Constitution and Bylaws at any regular meeting of the organization by a two-thirds vote of the members present.  The proposed amendments shall be presented in print at the meeting previous to the meeting at which the vote will be taken.

Section B

Any amendment vote must also be included in the written notice of the agenda for the meeting at which the vote is to be taken.

Artice 10 – Rules of Order

Roberts Rules of Order, most recently published edition, shall govern the conduct of the organization where it is applicable.
